Teny Park (?sp) on the east side of Mendota for sailing, not sure about kiting from there. Teny works well on anything from the west. James Madison park near the U might be better for kitting. If in doubt go to teny and ask, there will be people sailing there if it is at all windy.

If it's SW Olbrich Park on the North side of Lake Monona.
