Kiting on Lake Independence?

I was out at the Baker Park Reserve at Lake Independence yesterday just looking around. The park area is really nice, kind of like Malmo/Mille Lacs but with park benches, BBQs, etc. and no trees near the water. There is a decent sand beach there as well that might serve as a nice launching area.

Has anyone tried to kite from here before? Any problems with the locals if you have?
