If you don't mind "finger freeze", Clear Lake Iowa will be offering 16 mph W-NW wind. Good sailing at city beach.

You can park on East side of City water Treatment plant and keep warm there out of the wind as you put on your DRY SUIT!

Air temps. to reach 41 degrees? Steady 16 mph from 12:00 until 4:00 (well, really from 10:00 but the air temp will be 32 degrees still).

By noon it'll be 38 degrees. Oh...the Bandshell park bathrooms MIGHT still be open and then you can put on Sailing Spacesuit in there maybe?
