I'm surprised that there is little snow in MN. Down here in S.E. Wiiiiiiiiiiisconsin, there's so much snow. But if there is no snow, one can still kiteski. Since kiteskiing started in Erie, PA, Lee Sedgwick and his buddies would take a pair of skis and cut off the tails so the ski measured 90cm. Sharpening the edges really gave you a hold on all ice, even glare black ice. Since Erie, PA snows allways blow off, having this type of ski was a necessity. Using a stiff shaped ski on snow really helps , but any ski will work. However snowboards do need snow.
