Can someone help me out with how to determine wind direction on the Experimental site? And what do the double direction-indicators mean?

There is considerable information on the graphical representation that the experimental uses. It is also quite common.
First there are the color zones, which indicate large areas of average windspeeds. The scale for these is below the graphic.
The Barbs are the more precise indicators. They give wind strength and direction. See the image below. The direction that is indicated on all these is East. Some graphics use the circle at the base of the barb, as below, which is used to communicate percent of cloud cover.

so to answer your question, the double indicators mean 17-22knots/ 20-26mph or FUN.
