Just got back from the NABX (North American Buggy Expo) which is held in the Mojave Desert. There were over 100 kiters (to include Peter Lynn) from 6 different countries. Being able to spend 4 days kiting, buggying, kite boating and just hanging out and BSing around Peter Lynn was very educational (not to mention entertaining)! People were reaching speeds in excess of 60mph!
A few of us spent Tuesday afternoon on Lake Mojave with Peter and his Kite Boat. It really works well.
If you see a PL Kite Boat on a MN Lake, it could be ours! We were able to deal directly with Peter on one. Not sure when it will arrive seeing as it is made in New Zealand and has to be shipped here. Hopefully, we'll see it sometime this summer!
I would post a couple pics, but realized I can't directly put them here!

CURIOUS
O.K: YOU'VE GOT ME WONDERING WHAT KIND OF KITE BOAT CAN GO IN THE DESERT? DOES PETER HAVE PICS ON A WEB SITE SOMEPLACE? HE ACTUALLY E-MAILED ME WHEN I HAD QUESTIONS ABOUT THE BRIDLE ON MY AQUASURFER! THOUGHT THAT WAS PRETTY COOL FOR HIM TO TAKE THE TIME TO ANSWER. I KNOW HE USED TO BE ASSOCIATED WITH Q-LINES.

John,
You could follow the directions you mentioned and get right to where a major boat launch/access area is!
I'll give you directions to where we were at and where the locals kite: From the city of Searchlight, go east on hwy 164 for apporx. 4-6 miles. When you go under the BIG steel structured power lines running across the road, take the dirt road which goes off to your right. This road is locally called Power Line Road and is directly under the lines. Once on the dirt road (and approx. 1/4 mile) take the first left (also dirt). This road runs for about 5 miles and ends at the beach. It's a GREAT beach for kiting!
Have fun!
